NOTICE IS HEREBY GIVEN that a ballot title for a measure referred to the people by Clatskanie Park and Recreation District has been filed with the Columbia County Clerk on August 13, 2026. The measure election will be conducted by mail and will be held on Tuesday, November 3, 2026.

CAPTION Five-year Local Option Tax for Park Operations
QUESTION Shall Clatskanie Park and Recreation District impose $0.10 per $1,000 of assessed value for park operations beginning in 2027-2028? This may cause property taxes to increase more than three (3) percent.
SUMMARY The Clatskanie Park and Recreation District will use tax revenue from this measure for daily park maintenance, make repairs to aging infrastructure, including the swimming pool, park maintenance and pool staffing. Without this additional revenue the district's continued ability to maintain the pool and park buildings with staff and equipment could be in jeopardy. The proposed rate will raise approximately $111,490 in 2027-2028, $115,950 in 2028-2029, $120,587 in 2029-2030, $125,411 in 2030-2031 and $130,427 in 2031-2032 for a total of $603,865. The estimated tax cost for this measure is an ESTIMATE ONLY based on the best information available from the County assessor at the time of the estimate and may reflect the impact of early payment discounts, compression and the collection rate.
For a home assessed at $400,000, the proposed levy will add an additional $40.00 per year to the owner's tax bill or $3.33 per month to a monthly mortgage payment.
NOTICE IS HEREBY GIVEN that any elector may file a petition for review of this ballot title in the Columbia County Circuit Court no later than the seventh business day after the title was filed with the county clerk.
The challenger must notify the Columbia County Clerk's Office in writing not later than 5:00 p.m. on the next business day following the day the petition for review is filed (ORS 255.155). This notice is published pursuant to ORS 255.145(5) by Debbie Klug, Columbia County Clerk.
